This issue of One City chronicles the history of gerrymandering and bloc voting in American politics.

Imitation is said to be the highest form of flattery. “If certain methods were good enough to get white males to occupy most of the seats of political power in the U.S., they ought to be good enough for women, African-Americans, Latinos, etc.” Is that really what some within the new emerging majorities of women and people of color want to say? “Gerrymandering is fine simply because they used it first and won. Bloc voting is essential; you owe it to your group. It is the only way to get any power.” I think not.
