Proportional Representation
In Search of a Vote of Confidence

Today, three decades after the Voting Rights Act, there is a blistering debate over methods to increase, or in some cases maintain, minority representation in legislatures across the country. One particular method is proportional representation (PR); a procedure designed to remedy electoral injustices. Overall, PR ensures that all groups—minorities and majorities—get their fair share of power and representation in our legislative bodies.

This issue takes the leap from philosophy to actual implementation of the concept of overcoming intentional and unfair procedures that exist in the United States.
