Legalized Gambling:
A Good Bet for Chicago?

In response to Mayor Richard Daley’s enthusiasm of the prospect of bringing casinos to Chicago, the Chicago Council on Urban Affairs responds with an in-depth look at the issue, both pros and cons.

Most of One City’s contributors favor legalized gaming, or are at least resigned to having a state lottery, off-track parlors for horse bets, and possible lake boat gaming based at a renovated Navy Pier. Nearly all, however, raise the provocative question of whether government budgets should depend upon gaming income as well as the ultimate question of whether gaming operations have long-term beneficial effects for society.
